Policy, Research and Planning Coordinating Bureau is one of the functional Bureaus under the Ministry of Works & Urban Development. As its name indicates, the Bureau initiates policy ideas; prepares policies, long and short-term plans, annual action plans; and carries out research works that help for the maximum implementation of policies and plans in the area of urban development and construction.

The Bureau structured in two departments i.e. Urban Development Affairs and Construction Affairs Departments. The former department is engaged in planning, organizing & coordinating, guiding, and monitoring activities related to urban development affairs; while the latter department pays due attention to construction affairs that fall under the mandate of the ministry.

Duties and Responsibilities

The Policy, Research, and Planning Coordinating Bureau has the following major duties and responsibilities.

  1. Initiates policies and working system reforms, coordinates regional states, cities and other concerned institutions to formulate integrated development plans, strategies and programmers and follows up their implementation;
  2. Coordinates work integrity among bureaus, offices, and institutions, follows up the implementation of joint sectoral policies, proclamations, regulations, program and working systems. Moreover, it identifies problems that face during the implementation of the above issues and recommends possible solutions based up on research;
  3. Coordinates research works that undertake by the ministry’s professionals and external consultants; it urges concerned institutions to make sectoral review. Organizes human powers that carryout research and guide such activities;
  4. Ensures the linkage of research works and supports delivered by the ministry in line with the country’s poverty alleviation strategies;
  5. Prepares accurate and in-depth long and short-term plans as well as annual action plan initials based up on established priority, it coordinates all bureaus, offices and institutions to prepare detailed action plan based up on the ministry’s initial master plans, and it offers support in implementation process, monitoring and evaluation;
  6. Facilitates ways in which cities and towns could make healthy relationships with their domestic and abroad counterparts. It also provides support to scale up and faster their relationship;
  7. Prepares framework that helps institutions under the ministry to organize and utilize best practices of domestic and abroad cities, coordinates activities related to this frameworks, supporting implementation processes;
  8. Gathers, organizes, analysis and implements information and data that are essential for planning, research, performance monitoring and evaluation;
  9. Follows up the performances of cities under the federal government. It also plans, organizes, guides and monitors its own bureau’s activities.

የፖሊሲ ጥናትና ዕቅድ ማስተባበሪያ ቢሮ

የሥራና ከተማ ልማት ሚ/ር አካል የሆነው የፖሊሲ ጥናትና ዕቅድ ማስተባበሪያ ቢሮ ስሙ እንደሚያመለክተው በዋናነት የፖሊሲ እና የአሠራር ስርዓት ማሻሻያዎችን ማመንጨት፤ በጥናት ላይ የተመሰረተ የእቅድ መነሻ ማቅረብ፤ ለዕቅድ፣ ለጥናት፣ ለሥራ አፈፃፀም ክትትል እና ግምገማ ጥቅም ላይ የሚውሉ መረጃዎችን ማሰባሰብ፣ ማደራጅት፣ መተንተንና ሥራ ላይ እንዲውሉ ማድረግ እና የመሳሰሉትን ተግባራት ያከናውናል፡፡

ቢሮው በሥሩ የኮንስትራክሽን ጉዳዮች እና የከተማ ልማት ጉዳዮች መምሪያዎችን ያቀፈ ሲሆን የሚከተሉትን ዋና ዋና ተግባራት እና ኃላፊነቶች አሉት፡፡

ዋና ዋና ተግባራትና ኃላፊነቶች

  1. የፖሊሲ እና የአሠራር ስርአት ማሻሻያዎችን ማመንጨት፣ የሚመለከታቸው የሥራ ዘርፎች በክልሎችና በከተሞች መካከል የተቀናጀ የልማት ዕቅድ፣ ስትራቴጂክና ዝርዝር ኘሮግራሞች እንዲቀርፁና እንዲፈፀሙ ማስተባበር፤
  2. በሥራ ክፍሎችና ተቋማት መካከል የሥራ ቅንጅት እንዲኖር ማስተባበር፣ በጋራ በመሆን የወጡ ፖሊሲዎች፣ አዋጆች፣ ደንቦች፣ የአሠራር ሥልቶች አፈፃፀምን በተመለከተ መከታተል፣ ለክልሎችና ለከተሞች በአፈፃፀም የሚከሰቱ ችግሮችን መለየት፣ የመፍትሄ ሃሣብ ማቅረብ፣ አፈፃፀሙን መከታተል፤
  3. በሚኒስቴር መ/ቤቱ ደረጃ በአማካሪም ሆነ በራስ አቅም የሚከናወኑ የጥናት ሥራዎችን ማስተባበር፣ የክፍለ ኢኮኖሚ ግምገማ (sector review) እንዲካሄድ ማድረግ፣ ጥናቱን የሚያከናውን ሃይል ማደራጀት፣ ሥራውን መምራት፤
  4. በመሥሪያ ቤቱ የሚካሄዱ የጥናት ሥራዎችም ሆኑ የሚደረጉ ድጋፎች በሀገሪቱ ከሚካሄዱ የድህነት ቅነሳ ስትራቴጂዎች ጋር የተቀናጁ መሆናቸውን ማረጋገጥ፣ የማቀናጀቱን ሥራ ማስተባበር፤
  5. የረጅም፣ የመካከለኛ እና ዓመታዊ ስተራቴጂካዊ ዕቅድ ዝግጅቶች በትክክለኛ አስፈላጊነት እና ቅደም ተከተልን ለይተው የተዘጋጁ እንዲሆን በጥናት ላይ የተመሰረተ የእቅድ መነሻ ማቅረብ፣ ሁሉም የሥራ ክፍሎች በዚሁ መነሻ መሠረት ዝርዝር ዕቅድ እንዲያዘጋጁ ማስተባበር፣ ለአፈፃፀሙ የሙያ ድጋፍ መስጠትና መቆጣጠር፤
  6. ከተሞች እርስ በርሳቸውም ሆነ በውጭ ካሉ ከተሞች ግንኙነት የሚፈጥሩበትን ሁኔታ ማመቻቸት፣ ግንኙነታቸው ለማጠናከር የሚያስችል ድጋፍ መስጠት፤
  7. የሚመለከታቸው የሥራ ክፍሎች በአሠራር ሂደት የተሻለ ክንውን የታየባቸውን የውጭም ሆነ የሀገራችን ከተሞች ልምድ በመቀመር እንዲያደራጁና እንዲያስተላልፉ ማዕቀፍ ማዘጋጀት፡፡ ሥራውን ማስተባበር፣ አፈፃፀሙን በተመለከተ ድጋፍ መስጠት፤
  8. ለዕቅድ፣ ለጥናት፣ ለሥራ አፈፃፀም ክትትል እና ግምገማ ጥቅም ላይ የሚውሉ መረጃዎችን ማሰባሰብ፣ ማደራጅት፣ መተንተንና ሥራ ላይ እንዲውሉ ማድረግ፤
  9. ተጠሪነታቸው ለፌዴራል መንግሥት የሆኑ ከተሞችን የሥራ እንቀስቃሴ መከታተል፤
  10. በሚ/ር መሥሪያ ቤቱ የመረጃ ሥርዓት እንዲዘረጋ ማድረግ፣ የኢንፎርሜሽን ቴክኖሎጂ ከፍተኛ ውጤት የሚያስገኝበትን መንገድ ከሚመለከታቸው አካላት ጋር በጋራ መቀየስ፤
  11. የጽ/ቤቱን ሥራ ማቀድ፣ ማደራጅት፣ መምራት፣ መቆጣጠር፣ ማስተባበር፣ በሥሩ ያሉ መምሪያዎችን የሥራ አፈፃፀም መገምገም፤
