Urban Development Capacity Building Office (UDCBO) has a history of over two decades. The Office initially established in September 1983 as project office under the name Urban Development Project Office /UDPO/ to administer and implement the first urban development loan granted by World Bank based on the agreement signed by the World Bank and the Government of Ethiopia.

Since its establishment, the office was reorganized under diverse Ministries, having different names, in somewhat similar mandate. The office has implemented various urban development projects since its establishment, getting supports from World Bank funds, donor organizations like GTZ etc. In the last few years, via the financial and technical assistance granted from Government of Germany, it also offered noteworthy capacity building support to get better the municipals legal status and organizational structure. Urban Development Capacity Building Office also took part in reestablishing and reorganizing municipals in Amhara, Oromia, Tigray and South Nations, Nationalities and Peoples regional states.

In the last one decade, the Office’s accountability was more efficiently fine-tuned in the appropriate direction that helps to discharge the duties and responsibilities it has assumed by law. In this regard, the government has organized the office under the Federal Affairs Minister in 1994 E.C by proclamation No 265/ 1994 E.C. and the office had been carried out its activities for about five years. Later on, in October 2005 in proclamation 471/2005, a proclamation that delimits the powers and duties of the executive organs, the office’s accountability was transferred from the Ministry of Federal Affairs to the newly established Ministry of Works and Urban Development.

The Office mainly acts on urban development capacity building activities; basically, as its name indicates, on capacity building related issues. Moreover, it acts to alleviate the infrastructural problems of urban centers in the federal and regional levels. UDCBO, in general, has the duty to plan, organize, guide, coordinate, monitor and evaluate urban capacity building tasks to utilize loans and technical supports obtained from donor and lender nations and organizations for urban development purposes in Ethiopia.  During its years of services, the office has undertaken significant activities, which benefit the public in general and the urban dweller in particular.

Duties & Responsibilities

According to the present organizational structure, the duties and responsibilities conferred on the office are: 

1.  Identifies the urban development capacity building program and projects based up on the interest of the cities, it also searches for financial sources;
2. Coordinates and follows up the ways in which loans and technical assistances would be obtained from donor countries and lender organizations for urban development capacity building purposes;
3. Plans ways in which urban infrastructure fund will be set up to improve urban infrastructure services and facilitates favorable conditions for its implementation;
4. Facilitates conditions, coordinates activities related to urban development and takes part in monitoring and evaluation;
5. Conducts research on cities’ administration revenue reforms, and expenditure administration system, initiates contemporary working systems and support its implementation.
6. Prepares directives to improve cities financial management administration system, arranges appropriate training to assist its implementation.
7. Offers technical support that enables cities administrations to prepare rules and regulations, which in turn make easier the management of their financial activities.
8. Arranges experience-sharing forums in order to inculcate the concept of urban good governance among the public and to put into effect, offers other relevant technical supports.
9. Offers technical and professional support for regional states to set up and strengthen urban capacity building structure and training center.
10. Provides technical supports for efforts that have been being undertaken to improve service delivery in cities administrations, facilitating favorable conditions for the transfer of best practice. 
11.  Improves cities administrations service delivery, devices effective methods to create integrated and participatory working system among governmental and non-governmental organizations and the public at large to improve this service delivery.

To exercise these duties, the office structured in three departments; Fund Administration and Financial Management, Project Implementation and Monitoring, Urban Structuring and Human Resource Development Departments.

በሥራና ከተማ ልማት ሚኒስቴር ሥር ካሉት ዋና ዋና የሥራ ክፍሎች መካከል አንዱ የከተማ ልማት አቅም ግንባታ ጽ/ቤት ነው፡፡ ጽ/ቤቱ በኢትዮጵያ መንግሥትና በዓለም ባንክ መካከል እ.ኤ.አ. መስከረም 16 ቀን 1983 ዓ.ም. በተፈረመው የመጀመሪያው የልማት ብድር ስምምነት መሠረት ከዓለም ባንክ የተገኘን የልማተ ከተማ ፕሮጀክት ብድር ለማስፈጸም የልማተ ከተማ ፕሮጀክት ጽ/ቤት (UDPO) በሚል ስያሜ በ1976 ዓ.ም. በፕሮጀክት ደረጃ ተቋቁሞ በጊዜው በነበረው የሥራና ከተማ ልማት ሚኒስቴር ሥር ተዋቀረ፡፡ ከሁለት ዓመት በኋላም ከሚኒስትሮች ም/ቤት ሰኔ 1978 ዓ.ም. በተጻፈ ደብዳቤ በወቅቱ የሠራተኛ አዋጅ 64/68 መሠረት እንዲተዳደር ተደርጓል፡፡

ጽ/ቤቱ በተባበሩት መንግሥታት ካፒታል ልማት ፈንድ በተደረገ የገንዘብ እግዛ በላፍቶ ፕሮጀክት ትግበራ ላይ የተሳተፈ ሲሆን፣ የከተማ ልማት ድጋፍ ሰጪ አገልግሎት ይባል በነበረበት ወቅትም ከዓለም ባንክ በተገኙ ሌሎች ብድሮች የሚካሄዱ ፕሮጄክቶችን ከማስፈጸም በተጨማሪ ከጀርመን መንግሥት በተገኘ የቴክኒክ ድጋፍ የማዘጋጃ ቤቶችን ሕጋዊ አቋምና አደረጃጀት በማሻሻል ረገድ አበረታች ሥራዎችን አከናወኗል፡፡ ከዚሁ ጋር በተያያዘ የአማራ፣ የኦሮሚያ፣ የትግራይና የደቡብ ብ/ብ/ሕ ብሔራዊ ክልሎች ማዘጋጃ ቤቶችን ለማቋቋም፣ እንደገና ለማደራጀትና ሥልጣንና ተግባራቸውን ለመወሰን አዋጅ እንዲወጣ ቋልፍ ሚና ተጫውቷል፡፡ መ/ቤቱ በዓለም ባንክ ተቀባይነት ያገኘው የከተማ ሥራ አመራር አቅም ግንባታ ፕርግራም እንዲቀረፅም አስተዋጽኦ አድርጓል፡፡

የከተማ ልማት አቅም ግንባታ ጽ/ቤት ቀደም ሲል የኢፌዴሪ መንግሥት አስፈጻሚ አካላትን በአዲሰ መልክ ለማዋቀርና ለማቋቋም በወጣው አዋጅ ቁጥር 265/94 መሠረት የከተማ ልማት ድጋፍ ሰጪ አገልግሎት በሚል ስያሜ በፌዴራል ጉዳዮች ሚኒስቴር ሥር የከተማ ልማት አቅም ግንባታ ፕሮግራምን እንዲያስተባብር ከፍተኛ ኃላፊነት ተሰጥቶት በአዲሰ መልክ ተዋቅሯል፡፡ የሥራና ከተማ ልማት ሚኒስቴር በአዲሰ መልክ እንደገና ከተቋቋመበት ህዳር 1998 ዓ.ም. ጀምሮም ከፌዴራል ጉዳዮች ሚኒስቴር ሥር ወጥቶ በዚሁ መ/ቤት ሥር በመሆን በከተሞች አቅም ግንባታ ዙሪያ ሥራዎችን በማካሄድ ላይ ይገኛል፡፡

ጽ/ቤቱ በአሁኑ ወቅት ከፕሮጀክት አስፈጻሚነት ይልቅ በማስተባበርና የድጋፍ ሥራዎችን በማጠናከር በከተማ ቦታ መረጃ አያያዝ፣ በቤቶች የፋይናንስና የሥራ አመራር ማሻሻያ፣ በተቋማዊ ግንባታ፣ በሰው ኃይል ልማት፣ በፕሮጀክት አስተዳደርና ሌሎች የአቅም ግንባታ ተግባራት ላይ በማተኮር የሙከራ ሥራዎችን በማከናወንና በሙከራ ሥራዎች የተገኙትን ጠቃሚ ልምዶችን በማስፋፋትና በመስረጽ ላይ የሚገኝ ሲሆን፣ በፒስካፕ (PSCAP) እና በሲቢዲኤስዲ (CBDSD) ፕሮጀክቶች ዝግጅትና ትግበራ ላይ በስፋት ይሠራል፡፡ በተጨማሪም ለእነዚህና ለሌሎች አዳዲስ ፕሮጀክቶች ማስፈጸሚያ ከመንግሥትና ከውጭ አበዳሪና ለጋሽ ሀገሮች የሚገኘውን የገንዘብ አቅም በመንግሥት ቅድሚያ ለተሰጣቸው የዘርፉ ተግባራት እንዲውል በማመቻቸት ረገድ የተሰጠውን ተግባርና ኃላፊነት ለመወጣት ይንቀሳቀሳል፡፡ ከጀርመን መንግሥት ለከተማ ልማት ማስፋፊያ የተደረገ የገንዘብ እግዛን፣ የአቅም ግንባታ ሥራዎችን ለማከናወን ከአውሮፓ ኅብረት የተገኘ እርዳታን እና ከዩኤን  ሀቢታት (UN-Habitat) የመኖሪያ አካባቢን ለማሻሻል የተገኘ የገንዘብና የቴክኒክ ድጋፍን የማስፈጸም ከፍተኛ ኃላፊነት ወስዶ በማከናወንም ላይ ነው፡፡

ዋና ዋና ተግባራትና ኃላፊነቶች

የከተማ ልማት አቅም ግንባታ ጽ/ቤት በሥራና ከተማ ልማት ሚኒስቴር ሥር ከተዋቀረ ጀምሮ የሚከተሉት ዋና ዋና ተግባራት ተሰጥተውታል፡፡ 

1. የከተሞችን ፍላጎት መሠረት ያደረገ የከተማ ልማት አቅም ግንባታ ፕሮግራምና ፕሮጀክቶችን መለየት፣ የፋይናንሰ ምንጮችንም በማፈላለግ ተግባራዊ እንዲሆን ማደረግ፤
2. ለከተሞች ልማት አቅም ግንባታ ከአበዳሪ ተቋማትና ለጋሽ አገሮች የሚገኘው ብድርና የቴክኒክ ድጋፍ በተጠቃሚዎች በኩል በጥራትና ቅልጥፍና ሥራ ላይ የሚውልበትን ሁኔታ ማመቻቸት፣ ማስተባበር፣ መከታተል፣ ወቅታዊ ሪፖርት ማቅረብ፤
3. የከተሞች መሠረተ ልማትና አገልግሎት ለማሻሻል የከተማ መሠረተ ልማት ፈንድ የሚቋቋምበትን ሥልት መቀየስ፣ ለተግባራዊነቱ ሁኔታዎችን ማመቻቸት፤
4. በከተሞች መስተዳድርና የሥራ አመራረ ላይ ለተሰማሩ የምክር ቤት አባላት፣ የማዘጋጃ ቤት ኃላፊዎችና ሠራተኞች እንዲሁም አግባብነት ላላቸው ድጋፍ ሰጪ ተቋማት የብቃት ማሻሻያ ሥልጠናዎች እንዲዘጋጁ ማስተባበር፣ ተግባራዊ እንዲሆኑ መደገፍ፤
5. የከተማ አስተዳደር ገቢ ማሻሻያና የወጭ አስተዳደር ጥናት ማካሄድ፣ ዘመናዊ የአሰራር ዘዴዎችን ማፍለቅ፣ አፈጻጸሙን መደገፍ፤
6. የከተሞች አስተዳደርን የፋይናንሰ ማኔጅመንት ሥርዓት ለማሻሻል የአሠራር መመሪያዎች ማዘጋጀት፣ ተገቢውን ሥልጠና በመስጠት እንዲተገብሩ መደገፍ፤
7. የከተማ አስተዳደሮች የፋይናንሰ እንቅስቃሴያቸውን የሚመሩበት አጠቃላይ ማዕቀፍና ደንብ ማዘጋጀት የሚያስችላቸውን ቴክኒካዊ ድጋፍ መስጠት፤
8. በከተሞች የመልካም አስተዳደር ፅንሰ ሐሳብ እንዲሰርጽና ተግባራዊ እንዲሆን የልምድ ልውውጥ መድረኮችን ማዘጋጀት ሌሎች ቴክኒካዊ ድጋፎችን መስጠት፤
9. በክልል መንግሥታት የከተሞች ልማት አቅም ግንባታ ዘርፎችና ማሰልጠኛ ተቋማት እንዲቋቋሙና እንዲጠናከሩ ቴክኒካዊና ሙያዊ ድጋፍ መስጠት፤
10. የከተማ አስተዳደር አገልግሎት አቅርቦት ደረጃን ለማሻሻል ለሚደረጉ ጥረቶች ቴክኒካዊ ድጋፍ በመስጠት፣ የተሻሉ አሰራሮቸ ለሌሎች የሚደርሱበትን ሁኔታ ማመቻቸት
11. የከተማ አገልግሎት ለማሻሻል በመንግሥት፣ መንግሥታዊ ባልሆኑና የግሉ ማህበረሰብ መካከል የቅንጅትና የተሳተፎ አሠራር የሚጎለብትበትን መንገድ መቀየስ፣ ተግባራዊ አፈጻጸሙን መደገፍ፣

የከተማ ልማት አቅም ግንባታ ጽ/ቤት  በሥሩ የፈንድ አስተዳደርና የፋይናንስ ሥራ አመራር፣ የፕሮጀክት አፈጻጸምና ክትትል እና የከተሞች የአደረጃጀትና የሰው ኃይል ልማት መምሪያዎችን ይዞ ተደራጅቷል፡፡
