The Support Services Coordinating Bureau is one of the Bureaus under the Ministry of Works & Urban Development that has the mandate to manage and provide financial, human and material resources; and to offer legal, civil service reform, and public relations services to all bureaus and offices under the ministry except to the Ethiopian Roads Authority and Agency for Government Houses which are accountable to the Ministry with their own organizational structure.

To manage the resources and to provide the above services, the Support Services Coordinating Bureau organized under five departments namely: Office of Civil Service Reform, Legal affairs, Human and Material Resources management, Finance and Public Relations Departments.

Duties & Responsibilities

The following are the major duties & responsibilities of the Support Services Coordination Bureau.

  1. Planning, analyzing, guiding and monitoring the bureau’s activities;
  2. Coordinating, guiding, and monitoring public relations, civil service reform office, legal affairs, financial, and human and material resources management activities;
  3. Facilitating ways in which research findings related to civil service could be applied in all bureaus under the Ministry;
  4. Enforcing all bureaus, offices and institutions to prepare sectoral strategic plan based on ministerial strategic plan, monitoring and evaluating its implementation;
  5. Following up employee’s affairs such as employment transfer, recruitment, promotion etc. handled in accordance with established legal frameworks regulations etc.
  6. Following up procurement and material resources management in line with established legal frame works, regulations etc.
  7. Managing financial affairs in accordance with established legal conditions;
  8. Deciding on employee’s recruitment, promotion, and transfer, material and services procurement, and expenditure upon delegation;
  9. following up and monitoring vehicles arrangement and maintenance in according with the government existing law;
  10. Facilitating the preparations of ministerial annual budget, and take charge of the Ministry’s property etc.

የድጋፍ ሰጪ ማስተባበሪያ ቢሮ

የድጋፍ ሰጪ ማስተባበሪያ ቢሮ  የሰው ኃይል፣ የፋይናንስ፣ የግዥ፣ የንብረት ወዘተ. አስተዳደር መንግሥት ባወጣቸው አዋጆች፣ ደንቦችና መመሪያዎች መሠረት መፈፀማቸውን የሚከታተላል፣ የሚያረጋግጥ የሚኒስቴሩ አካል ሲሆን፣ በሥሩ የሚገኙ የሥራ ክፍሎች ከብልሹ አሠራር የፀዱ እንዲሆኑ የሚያስችላቸው አሠራር እንዲዘረጋ ያደርጋል፡፡

ቢሮው በሥሩ የታቀፉትን አምስት መምሪያዎች ማለትም የሰው ሀብትና ንብረት ሥራ አመራር፣ የፋይናንስ፣ የሕዝብ ግንኙነት፣ የሲቪል ሰርቪስ ማሻሻያ ጽ/ቤት እና የሕግ ጉዳዩች በበላይነት የሚመራ ሲሆን፣ ዋና ዋና ተግባርና ኃላፊነቶቹም የሚከተሉት ናቸው፡፡

ዋና ዋና ተግባራትና ኃላፊነቶች 

  1. የሕዝብ ግንኙነት፣ የሲቪል ሰርቪስ፣ የሰው ሀብትና ንብረት እንዲሁም የፋይናንስ ተግባራትን በበላይነት መምራት፣ ማስተባበርና መቆጣጠር፤
  2. በጽ/ቤቱ ሥር የሚገኙ የሥራ ክፍሎች ከሚኒስቴር መሥሪያ ቤቱ ስትራቴጂክ ዕቅድ የተመነዘረ ስትራቴጂ እንዲያዘጋጁ ማድረግ፣ አፈፃፀሙን መከታተልና መቆጣጠር፤
  3. የሲቪል ሰርቪስ ማሻሻያ ኘሮግራም የጥናት ውጤቶች በሚኒስቴር መ/ቤቱ ውስጥ ስለሚተገበሩበት ሥልት እንዲቀየስ ማድረግ፤
  4. በሚኒስቴር መ/ቤቱ ውስጥ የሠራተኛ ቅጥር፣ ዕድገት፣ ዝውውር፣ ወዘተ. መንግሥት ባወጣው አዋጅ፣ ደንብና መመሪያ መሠረት እንዲፈፀም ማድረግ፤
  5. በሚኒስቴር መ/ቤቱ ውስጥ የፋይናንስ አስተዳደር በሥራ ላይ ባሉት አዋጅ፣ ደንብና መመሪያ መሠረት እንዲፈፀም ማድረግ፤
  6. በሚሰጠው የሥልጣን ውክልና መሠረት በሠራተኛ ቅጥር ዕድገት፣ ዝውውር፣ የዕቃና የአገልግሎት ግዥ እንዲሁም ክፍያ ላይ መወሰን፤
  7. የተሽከርካሪዎች ሥምሪትና ጥገና አግባብ ባላቸው ሕጎችና መመሪያዎች መሠረት መፈፀማቸውን መከታተልና መቆጣጠር፤
  8. የሚኒስቴር መ/ቤቱ ዓመታዊ በጀት ተዘጋጅቶ እንዲቀርብ ማድረግ፤
  9. የሚኒስቴር መ/ቤቱ የዕቃዎች አያያዝና አመዘጋገብ ለምዝበራና ለብኩንነት በር የማይከፍት አሠራር የተከተለ መሆኑን ማረጋገጥ፤
  10. በቢሮው ሥር የሚገኙ የሥራ ክፍሎች የተሻለ የአገልግሎት አሰጣጥ ሥርዓት እያጠኑ መተግባራቸውን መከታተልና ማረጋገጥ፤
