The Land and Housing Development Coordinating Bureau is one of the Bureaus under the Ministry of Works & Urban Development involved in land and housing development issues.  The Bureau mainly works towards the implementation of the Integrated Housing Development, and the Micro – and Small-scale Enterprises Development Programs. Thus, the Bureau engaged in planning, organizing, guiding, coordinating and monitoring land and housing development activities at the federal level. It also prepares means of implementation of land and housing policy, strategy, and programs; searches for housing development finance; and encourages real state developers to enhance their role in this sector of investment.

In addition to targeting at alleviating the shortage of urban dwelling houses, which has been undertaking by the ministry to give remedy to the shortage of dwelling houses in major Ethiopian cities, the Bureau also plays decisive role in minimizing urban unemployment through creating massive jobs in connection with the Integrated Housing Program.
 

Duties and responsibilities

The following are the duties and responsibilities of the Land and Housing Coordinating Bureau.

1. In collaboration with the concerned bodies, prepares land and housing policy, strategy and takes part in the implementation programme. Also plays great role in the implementation of the programme by providing required professional and technical supports to regional states and cities administrations. 
2. Integrates housing development activities to reduce slum areas and to strengthen small and micro enterprises development. 
3. Carries out researches to ensure sustainable supply of land and finance and to fulfill infrastructure required for housing development programme. It moreover, facilitates program implementation system. 
4. Encourages private sectors to scale up their participation in housing development programme. 
5. Undertakes researches on coast efficient designs and alternative construction materials so that the dwellers could build houses affordable to their income. 
6. Amends existing codes or formulates new one's to facilitate land and housing development in addition to following up and providing support for the implementation of the active codes. 
7. Identifies problems related to urban land policy implementation and initiates research based remedy, follows up implementation on approval. 
8. Undertakes research on land cadastres and follows up its implementation on approval. 
9. Establishes conducive working system that helps to give solutions to land use and administration problems occurs as a result of urban expansion in the surrounding rural areas, it offers support for the implementation in collaboration with concerned bodies. 
10. Gives support for the establishment of land related information center. 
11. Search for and arrange domestic and international best practices associated to land development and administration, facilitates conditions for its implementation. 
12. Asses capacity building needs and provide support to scale up regional states performances.

To discharge its duties and responsibilities effectively and efficiently, the Bureau is organized in three departments: Land development and Administration, Housing Development, and Housing Construction Departments.

የመሬትና ቤት ልማት ማሰተባበሪያ ቢሮ መሬትንና ቤት ልማትን በተመለከተ የሚከናወኑ ተግባራትን ለማቀድ፣ ለመፈፀምና ለመከታተል በሥራና ከተማ ልማት ሚኒስቴር ሥር የተደራጀ አካል ሲሆን በተለይም ከከተማ ልማት ጋር በተያያዙ ጉዳዮች ላይ በማተኮር በአገር አቀፍ ደረጃ የሚካሄደውን የተቀናጀ የቤት ልማት ፕሮግራምን እና ከዚሁ ጋር የተያያዘውን የጥቃቅንና አነስተኛ ተቋማት ልማት ፕሮግራምን በማሰፈፀም በኩል በዋናነት ይንቀሳቀሳል፡፡

ቢሮው በሦስት መምሪያዎች የተዋቀረ  ሲሆን  ዋና ዋና ተግባራቱና  ኃላፊነቶቹ፣ እንዲሁም የሚያስፈጽማቸው ኘሮግራሞች ጥቅል ዓላማ ቀጥሎ ቀርቧል፡፡

ዋና ዋና ተግባራትና ኃላፊነቶች

1. የመሬትና ቤት ልማት ፖሊሲ፣ ስትራቴጂና የማሰፈጸሚያ ፕሮግራሞችን ከሚመለከታቸው አካላት ጋር በመተባበር ማዘጋጀት፣ ለተግባራዊነታቸውም ድጋፍ መስጠት፣ 
2. የቤት ልማት ሥራዎች ያረጁ የከተሞች አካባቢዎችን ከማሻሻል፣ ከጥቃቅንና አነስተኛ ተቋማት ልማት፣ ከቴክኒክ ሙያ ሥልጠናና ትምህርት ጋር በተቀናጀ መልኩ እንዲፈጸሙ ድጋፍ መስጠት፣ 
3. ለቤት ልማት የሚያስፈልግ የመሬት፣ የፋይናንስና የመሰረተ ልማት አቅርቦት በዘላቂነት የሚረጋገጥበትን መንገድ ማጥናት፣ ለአፈጻጸም የሚረዳ የአሠራር ሥርዓት እንዲኖር ማድረግ፣ በአፈጻጸም መደገፍ፣ 
4. የግል ባለሀብቶች በቤት ልማት ያላቸውን ሚና እንዲያሳድጉ ማበረታታት፣
5. የከተማ ነዋሪው ከአቅሙ ጋር የተመጣጠነ የመኖሪያ ቤት እንዲሠራ ወጪ ቆጣቢና ለኑሮ ተስማሚ በሆኑ የቤቶች ዲዛይኖችና ተስማሚ በሆኑ የግንባታ ዕቃዎች ላይ ጥናት ማድረግ፣ ሥራ ላይ እንዲውሉ በአፈጻጸም መደገፍ፣ 
6. የመሬትና የቤቶች ልማትና አስተዳደርን የሚመለከቱ ነባር ሕጎች እንዲሻሻሉና አዳዲስ ሕጎች እንዲወጡ ጥናት ማካሄድ፣ የወጡትን ሕጎች ተግባራዊነት መከታተል፣ ድጋፍ መስጠት፣
7. የከተማ መሬት ፖሊሲ አፈጻጸምን በተመለከተ የታዩ ጉድለቶችን በመለየት በጥናት ላይ የተመሠረተ የመፍትሔ ሐሳብ ማቅረብ፣ ሲፈቀድ አፈጻጸሙን መከታተል፣ 
8.  ወጥ የሆነ የመሬትና መሬት ነክ ንብረት ምዝገባ ሥርዓትን በተመለከተ ጥናት ማካሄድ፣ ሲፈቀድም አፈጻጸሙን መከታተል 
9. በመሬት አጠቃቀምና አስተዳደር ወይም ከተሞች በመስፋታቸው ምክንያት ከገጠር መስተዳድሮች ጋር የሚኖራቸውን ግንኙነት በተመለከተ የሚፈጠሩ ችግሮችን የሚፈታ የአሠራር ሥርዓት መቀየስ፣ ከሚመለከታቸው ጋር በመሆን እንዲፈጸም ድጋፍ ማድረግ፣ 
10. የመሬት መረጃ ሥርዓት በማዕከል እንዲደራጅ ማድረግ፣ ለክልሎችና ከተሞች ቴክኒካዊ ድጋፍ መስጠት፣ 
11. በመሬት ልማትና አስተዳደር ረገድ የሀገር ውስጥና የሌሎች ሀገሮችን ልምድና ተሞክሮ በመፈተሽና በመቀመር በማስተላለፍ በሥራ ላይ የሚውልበትን ሁኔታ ማመቻቸት፣
12. የአቅም ግንባታ ፍላጎት ጥናት ማካሄድ፣ ፍላጎቱን ለማሟላትም ድጋፍ ማድረግ፣
    

የተቀናጀ የቤቶች ልማት ፕሮግራም

በመሬትና ቤት ልማት ማስተባበሪያ ቢሮ ሥር የሚንቀሳቀሰው ሀገርአቀፉ የተቀናጀ የቤቶች ልማት ፕሮግራም ዓላማ የቁጠባ ባህልን በማዳበር ወጪ ቆጣቢ ቤቶችን በመገንባት ዝቅትኛና መካከለኛ ገቢ ያላቸውን የኅብረተሰብ አካላት የቤት ባለቤት ማድረግ ሲሆን፣ ለዜጎች የሥራ ዕድል በመፍጠርም የዘላቂ ልማትና ድህነት ቅንሳ ዕቅድ እንዲሳካ ከፍተኛ አስተዋጽኦ ያበረክታል፡፡ ኘሮግራሙ የአገር ውስጥ ሥራ ተቋራጮችን እቅም በመገንባት ረገድም ጉልህ ሚና አለው፡፡

በተቀናጀ የቤቶች ልማት ፕሮግራም ከ1998 – 2002 ባሉት አራት ዓመታት በፕሮግራሙ በታቀፉት የአገሪቱ ከተሞች በአጠቃላይ ወደ 400,000 የቁጠባ ቤቶችን ለመገንባት የታቀደ ሲሆን  በተጨማሪ 500,000 የሚሆኑ ቤቶች በግል አልሚዎች እንዲገነቡ  የመሬትና የመሠረተ ልማት አውታሮች ዝርጋታ ይመቻቻል፡፡ የመሬትና ቤት ልማት ማስተባበሪያ ቢሮም በየዓመቱ 6,000 ሄክታር የለማ መሬት እንዲዘጋጅ  ከክልሎች ጋር በመተባበር ይሰራል፡፡




የጥቃቅንና አነስተኛ ተቋማት ልማት

የጥቃቅንና አነስተኛ ተቋማት ልማት ኘሮግራም ዓላማ ለጥቃቅንና አነስተኛ ተቋማት የተጠናከረ ድጋፍ በመስጠት የሥራ ዕድል በመፍጠር በከተሞች ድህነትንና ሥራ አጥነትን መቀነስ፤ ጥቃቅንና አነስተኛ ተቋማትን ከመካከለኛና ትላልቅ ኩባንያዎች ጋር በማስተሳሰር የተፋጠነ ልማት ማምጣት፤ የጥቃቅንና አነስተኛ ተቋማት የዕድገት ሽግግርን በማጎልበትና በማበረታታት ለኢንዱስትሪ ልማት መሠረት መጣል እና በገጠርና በከተሞች የሚኖረውን ኢኮኖሚያዊ ግንኙነት በማጠናከር ዘላቂነት ያለው የገበያ ሥርዓትን መፍጠር ነው፡፡

ከቤቶች ልማት ጋር በተያያዘ በኮንስትራክሽን ዘርፍ ከ1999 - 2002 በለው የአራት ዓመት ጊዜ 9,890 የተለያዩ የጥቃቅንና አነስተኛ ተቋማትን ለማደራጀት የታቀደ  ሲሆን ይህም ለበርካታ ሥራአጥ ዜጎች የሥራ ዕድል እንደሚከፍት ይታመናል፡፡
