The Federal Urban Planning Coordinating Bureau has been reestablished several times under different names until January 9, 2008, when the Federal Urban Planning Institute Establishment Proclamation No. 471/2005 repealed by Proclamation No.558/2000 and got its current name FUPCB. The powers and duties of the Institute established under Proclamation No. 450/2005 are also transferred to the Ministry of Works and Urban Development.
The former Federal Urban Planning Institute (FUPI), which was known as National Urban Planning Institute (NUPI) until June 24, 2005, was initially established as a project office for the launching and preparation of the Addis Ababa Master Plan, which eventually helped for the realization of the need and importance of urban planning for all urban centers in Ethiopia. Subsequently, in the following period of one year from 1986 to 1987, it had operated as National Urban Project Office before NUPI was established in June the same year. Until 1993, NUPI continued as a subordinate to the Ministry of Public Works and Urban Development.
Following the government structural adjustment program, NUPI established as an autonomous executive body under the Ministry of Public Works and Urban Development by proclamation No. 41/1993 and has become the sole agent and technical arm of the Federal government for urban planning functions. When the Ministry of Federal Affairs was established in 2001 through Proclamation No. 256/2001, the powers and duties previously given to the Ministry of Works and Urban Development were partially transferred to it. Consequently, NUPI became accountable to the new Ministry.
On June 2005, the Proclamation No. 450/2005 repealed the NUPI establishment Proclamation No. 317/1987 and the Institute was renamed as Federal Urban Planning Institute (FUPI) and given new mandate that goes along with contemporary public needs. Under this proclamation, FUPI made accountable to The Ministry of Federal Affairs. On October 2005, under Proclamation No. 471/2005 that made amendments to the designations of federal executive organs and their heads, FUPI came under the charge of The Ministry of Works & Urban Development with no effect with regard to its objectives, powers and duties.
Federal Urban Planning Coordinating Bureau constitutes three departments namely: Research and Capacity Building Department, Urban Information Department, and Integrated Urban Plan Preparation Department. FUPCB has the following four broad objectives.

Providing capacity building support to regions, urban centers and the private sector on matters pertaining to urban plan preparation and implementation;

Providing urban planning related consultancy services;

serving as an information hub on urban planning and other basic urban related information; and;

Assisting regions, urban centers, and the private sector in the preparation of urban plans; and preparing plans, if required, to achieve a balanced urban system by way of preparing urban plans that encompass socio-economic and land-use dimensions and that ensure plan-led development of urban centers that have strong linkages with their rural hinterlands and serve as centers of rapid development.
የፌዴራል የከተሞች ኘላን ማስተባበሪያ ቢሮ
የፌዴራል የከተሞች ኘላን ማስተባበሪያ ቢሮ በአዋጅ የሥራና ከተማ ልማት ሚኒስቴር አካል ከመደረጉ በፊት በተለያያ ስያሜና አደረጃጀት ለተለያዩ ሚኒስቴር መ/ቤቶች ተጠሪ ሆኖ ቆይቷል፡፡ ቢሮው እስከ 1979 ድረስ ብሔራዊ የከተሞች ኘላን ኢንስቲትዩት በሚል መጠሪያ ይታወቅ የነበረው ሲሆን በ1997 ዓ.ም. በሀገሪቱ ውስጥ ካለው ያልተማከለ አሠራር ጋር በሚጣጣም መልኩ የከተማ ኘላንን በሚመለከት የፌዴራል መንግሥቱን አካል እንደገና ማቋቋም አስፈላጊ ሆኖ በመገኘቱ የፌዴራል የከተሞች ኘላን ኢንስቲትዩት በሚል መጠሪያ በአገሪቱ ጤናማና ሚዛናዊ የአከታተም ሥርዓት እንዲኖር ለማገዝ ለፌዴራል ጉዳዮች ሚኒስቴር ተጠሪ በመሆን በአዋጅ ቁጥር 450/1997 ተቋቋሟል፡፡ የመንግሥት አደረጃጀትን ለማሻሻል በወጣው አዋጅ የሥራና ከተማ ልማት ሚኒስቴር በአዲሰ መልክ እንደገና ከተቋቋመበት ህዳር 1998 ዓ.ም. ጀምሮም በመ/ቤቱ የማቋቋሚያ አዋጅ አንቀጽ 33/7 መሠረት ለሥራና ከተማ ልማት ሚኒስቴሩ ተጠሪ እንዲሆን ተደርጓል፡፡
ቀደም ሲል ለኢንስቲትዩቱ በአዋጅ ቁጥር 450/1997 የተሰጠውን ሥልጣንና ተግባር ለሥራና ከተማ ልማት ሚኒስቴር ከተሰጡት ሥልጣንና ኃላፊነት ጋር አጣጥሞ ማስኬድ ይቻል ዘንድም፣ ከታኀሣሥ 30 ቀን 2000 ዓ.ም. በአዋጅ ቁጥር 558/2000 ተሽሮ፣ በዚህ አዋጅ ለሚኒስቴር መሥሪያ ቤቱ ተላልፏል፡፡ ስያሜን አስመልክቶም ቀደም ሲል ይጠራበት የነበረው ተለውጦ እንደሌሎቹ የሚኒስቴር መ/ቤቱ የሥራ ክፍሎች የፌዴራል የከተሞች ኘላን ማስተባበሪያ ቢሮ በሚለው ተተክቷል፡፡
የፌዴራል የከተሞች ኘላን ማስተባበሪያ ቢሮ የምርምርና የአቅም ግንባታ፣ የተቀናጀ የከተሞች ኘላን ዝግጅት እና የከተማ ነክ መረጃ መምሪያዎችን ያቀፈ ሲሆን የሚከተሉትን አራት ዓበይት ዓላማዎች ይዞ ይንቀሳቀሳል፡፡

የከተማ ኘላን ዝግጅትና አፈፃፀምን በሚመለከት ለክልሎች፣ ለከተሞችና ለግሉ ዘርፍ የአቅም ግንባታ እገዛ ማድረግ፤
-
የከተማ ኘላንን በሚመለከት የምክር አገልግሎት መስጠት፤
-
የከተማ ኘላንን እንዲሁም ሌሎች መሠረታዊ ከተማ ነክ መረጃዎችን በተመለከተ የመረጃ ማዕከል ሆኖ ማገልገል፤
-
ከተሞች በኘላን የሚመሩ፣ ከአካባቢያቸው ገጠር ጋር ጠንካራ ቁርኝት ያላቸውን የፈጣን ልማት ማዕከላት እንዲሆኑና
-
የተመጣጠነ የአከታተም ሥርዓት እንዲኖር የሚያስችሉ በክልሎች፣ በከተሞችና በግሉ ዘርፍ የሚከናወኑ የከተማ ኘላን ዝግጅቶችን መደገፍና እንደአስፈላጊነቱም ኘላን የማዘጋጀት ተግባራትን ማከናወን፣
