Ministry of Urban Development and Construction

The Ministry of Urban Development and Construction (MUDC) is one of the Executive Organs of the Federal Democratic Republic of Ethiopia. It was reestablished in Oct. 2005, by Proclamation No. 471/2005, the proclamation that defines the powers and duties of the Executive Organs.

The Head Office of the Ministry is located at the center of Addis Ababa, opposite to the new building of the National Bank of Ethiopia around the National Theatre. All the major bureaus, offices and institutions, except the Ethiopian Roads Authority /ERA/ and the Government Houses Agency are found in the Head Office Building.

MUDC was established by merging two different sectors  i.e.  the urban development sector, which was formerly organized under the Ministry of Federal Affairs, and the construction sector, that was accountable to the ex-Ministry of Infrastructure. Based on the current rearrangement, the rights and obligations of the Ministry of Federal affairs relating to urban development sector and of the ex-Ministry of Infrastructure with respect to construction sector were transferred to the Ministry of Urban Development and Construction. 

MUDC comprises of bureaux and office, which are mainly engaged in urban development and construction works & capacity building issues at federal level. These include,

       Construction Works Coordinating Bureau
       Land and Housing Development Coordinating Bureau
       Urban Development Capacity Building Office (UDCBO)
       Support Services Coordinating Bureau
        Federal Urban Planning Coordinating Bureau

There are also legally established institutions that are made accountable to the Ministry, even though they are autonomous and having duties and responsibilities given to them by proclamations. These institutions are: 

       Office of the Road Fund
       Ethiopian Roads Authority
       Agency for Goverment Houses

  Powers and Duties of MUDC
According to the founding proclamation, the Ministry shall have the powers and duties to, 

•  set standards for design and construction works, and follow up and supervise the implementation of the same;
•  ensure the preparation of designs and contract documents for construction works financed by the federal government;
•  cause the supervision of and inspect the execution of construction works financed by the Federal governments to ensure their conformity with the quality standards, time limits and coast as provided in their contracts;
•  register and issue certificates of professional competence to engineers and architects; determine the grades of contractors and consults, and issue certificates of competence to those operating in more than one Regional State;
•  undertake research for improving the types and qualities of local construction materials;
•  ensure the proper construction and maintenance of federal roads and the proper utilization of the road fund;
•  undertake studies relating to urbanization, and set criteria for grading urban centers;
•  undertake studies for setting general directions for urban dwellers to build dwelling houses compatible with their own means; provide capacity building support to urban centers for the implementation of same;
•  undertake studies for the integration of urban development with poverty reduction activities, and support the implementation of the same
•  provide all- round and coordinated support to urban centers to make the development centers capable of influencing their surroundings;
•  provide capacity building support to urban centers for improving their service delivery; and where necessary, establish training and research institutions in the field of urban development;
•  in cooperation with Regional States, undertake studies for the integration of urban and rural development activities; assist and follow up the implementation of same;
•  Follow up the activities of the city administration accountable to the federal Government;
•  without prejudice to the powers given by law to any other government organ, ensure the proper administration of houses owned by the Federal Government;
•  delegates parts of its powers to other federal government organs as deemed necessary;

According to proclamation 471/2005,  the powers and duties given to the Ministry of Federal Affairs, with respect to urban development sector, by the provisions of other laws, currently in force, are hereby given to the Ministry of Urban development and Construction.

The Ministry also shares the Common Powers and Duties of Ministries, which stated on article 10 of the founding proclamation In line with this it,  

a) Initiate policies and laws, prepare plans and budgets, and upon approval  implement same.
b) ensure the enforcement of federal laws
c) undertake study and research; collect, compile and disseminate information;
d) provide assistance and advice to Regional States, as necessary
e) enter into contracts and international agreements in accordance with the law

The Ministry also directs and coordinates the performances of the executive organs made accountable to it under the laws establishing them or under Article 33 of this proclamation; review the organizational structures as well as the work programs and budgets of the executive organs and approve their submission to the appropriate government organs. Likewise, it exercise the powers and duties given to it under the founding proclamation and other laws; and submit periodic performance reports to the Prime Minister and the Council of Ministers.

Major Concern Areas of the Ministry

Urban development, domestic constraction capacity building, and road sector development are the major areas of concern of MUDC. Recent evidences show that out of the total population of Ethiopia urban dwellers constitute about 16 percent with the estimated population size of about 12 million. The annual growth rate of urban population also estimated to be about 4.3 percent, which is the fastest growth rate in developing countries. Taking these demographic and other socio-economic factors into account, the government has recently given due attention, more than often, to the urban development sector.

In Ethiopia, especially in urban areas, there are problems of development, democracy and good governance. For instance, according to the Nation’s Urban Development Policy, lack of inadequate infrastructures such as telephone, potable water, roads and electric services, shortage of social services, problems of dwelling houses, slums, environmental pollution, problem of urban–rural and urban-urban linkage and the existing imbalance of development among cities are the major drawbacks for urban development. Regarding democracy and good governance, lack of independency in city administration, insufficient public participation, lack of clear democratic outlook and culture, problems of transparency and accountability could be sited as drawbacks. To alleviate these social, economical and political problems, the government has been taking various measures. Among the measures taken, adoption of urban development policy, preparation of  Urban Development Package and Urban Good Governance Reform Package could be sited as admirable instance.

In relation with construction sector, special attention has been taken to formulate laws, directives and manuals to make the legal framework smooth and uniform throughout the nation. Similarly, the road sector has been consider as one of the major sector that scales up urban- rural linkage, besides its great role in bringing about accelerated and sustained development to alleviate poverty.

የከተማ ልማትና ኮንስትራክሽን ሚኒስቴር የኢትዮጵያ ፌዴራላዊ ዴሞክራሲያዊ ሪፐብሊክ አስፈጻሚ አካላትን ሥልጣንና ተግባር ለመወሰን በወጣው አዋጅ ቁጥር 471/1998 ዓ.ም. ጥቅምት 1 ቀን 1998 ዓ.ም. በአዲስ መልክ የተቋቋመ መሥሪያ ቤት ነው፡፡ የሚኒስቴሩ ዋና መሥሪያ ቤት አዲስ አበባ ብሔራዊ ቲያትር አካባቢ ከብሔራዊ ባንክ አጠገብ ይገኛል፡፡

ሚኒስቴር መ/ቤቱ በሚኒስትርና በሚኒስትር ዴኤታ የሚመራ ነው፡፡ በሥሩ የሚገኙት ዋና ዋና የሥራ ክፍሎችና መ/ቤቶች የፖሊሲ ጥናትና ዕቅድ ማስተባበሪያ ቢሮ፣ የከተማ ልማት አቅም ግንባታ ጽ/ቤት፣ የግንባታ ሥራዎች ማስተባበሪያ ቢሮ፣ የመሬትና ቤት ልማት ማስተባበሪያ ቢሮ፣ የድጋፍ ሰጪ ማስተባበሪያ ቢሮ፣ የከተሞች ፕላን ማስተባበሪያ ቢሮ ሲሆኑ ከላይ በተጠቀሰው የማቋቋሚያ አዋጅ አንቀጽ 33/7 መሠረት ፌዴራል  የመንገድ ፈንድ ጽ/ቤት፣ የኢትዮጵያ መንገዶች ባለሥልጣን፣  የመንግስት ቤቶች ኤጀንሲ እና የተገጣጣሚ ሕንፃ አካላት ማምረቻ ድርጅት  ለሚኒስቴር መ/ቤቱ ተጠሪ ናቸው፡፡

ማቋቋሚያ አዋጁ የከተሞች ልማት ዘርፍን የሚመለከቱ የፌዴራል ጉዳዮች ሚኒስቴር መብትና ግዴታዎችን እንዲሁም የኮንስትራክሽን ዘርፍን የሚመለከቱ የቀድሞ የመሠረተ ልማት ሚኒስቴር መብትና ግዴታዎችን ለሥራና ከተማ ልማት ሚኒስቴር አስተላልፏል፡፡ በመሆኑም ሚኒስቴር መ/ቤቱ በፌዴራል ደረጃ የከተማ ልማት ዘርፍን፣ መንገድ ልማትንና የአገራዊ ኮንስትራክሽን አቅም ግንባታን አጣምሮ እንዲሰራ ተደርጓል፡፡ በአዋጅ ተጠሪ ይተደረጉትን የመንገድ ፈንድ ጽ/ቤትንና ፌዴራል የከተሞች ፕላን ማስተባበሪያ ቢሮ ጨምሮ የመ/ቤቱ የሥራ ክፍሎች በአንድ የጋራ ድጋፍ ሰጪ ማስተባበሪያ ቢሮ፣ የፋይናንስ፣ የሰው ሀብትና ንብረት ሥራ አመራር፣ የሕግ፣ የሕዝብ ግንኙነትና፣ የሲቪል ሰርቪስ ማሻሻያ አገልግሎቶችን የሚያገኙ ሲሆን የኢትዮጵያ መንገዶች ባለሥልጣን፣ የመንግስት ቤቶች ኤጀንሲ እና የተገጣጣሚ ሕንፃ አካላት ማምረቻ ድርጅት  ለሚኒስቴር መ/ቤቱ ተጠሪ ሆነው በራሳቸው መዋቅር በአዋጅ በተሰጣቸው ሥልጣንና ተግባር መሠረት ተግባራቸውን ያከናውናሉ፡፡

የኢትዮጵያ ፌዴራላዊ ዲሞክራሲያዊ ሪፐብሊክ አስፈጻሚ አካላትን ሥልጣንና ተግባር ለመወሰን በወጣው አዋጅ ቁጥር 471/1998 አንቀጽ 10 እና 18 መሠረት የከተማ ልማትና ኮንስትራክሽን ሚኒስቴር ሥልጣንና ተግባር የሚከተሉት ናቸው፡፡

2.1. የወል ሥልጣን

በአዋጅ ቁጥር 471/1998 አንቀጽ 10 መሠረት ለሚኒስቴር መ/ቤቶች የተሰጠው የወል ሥልጣንና ተግባር ቀጥሎ የተዘረዘረው ሲሆን የከተማ ልማትና ኮንስትራክሽን ሚኒስቴርም ይህንን ሥልጣንና ተግባር ይጋራል፡፡ በአዋጁ መሠረት እያንዳንዱ ሚኒስቴር፣

1. በሥራው መስክ፣



ሀ. ፖሊሲዎችንና ሕጎችን ያመነጫል፣ ዕቅድና በጀት ያዘጋጃል፣ ሲፈቀድም በሥራ ላይ ያውላል፣

ለ. የፌዴራል መንግሥቱን ሕጎች በሥራ ላይ መዋላቸውን ያረጋግጣል፣

ሐ. የጥናትና ምርምር ተግባሮችን ያከናውናል፣መረጃዎችን ያሰባስባል፣ ያቀናብራል፣ ያሰራጫል፣

መ. ለክልሎች እንደአስፈላጊነቱ ድጋፍና ምክር ይሰጣል፣

ሠ. በሕግ መሠረት ውሎችንና ዓለም አቀፍ ስምምነቶችን ያደርጋል፣

2. በማቋቋሚያ ሕጎቻቸው ወይም በዚህ አዋጅ አንቀጽ 33 ተጠሪ የተደረጉለትን አስፈጻሚ አካላት አፈጻጸም በበላይነት ይመራል፣ ያስተባብራል፣ አደረጃጀታቸውን እንዲሁም የሥራ ኘሮግራሞቻቸውን መርምሮ ለሚመለከተው የመንግሥት አካል እንዲቀርቡ ይወስናል፡፡

3. ተጠሪ የተደረጉለትን የመንግሥት የልማት ድርጅቶች በመንግሥት ልማት ድርጅቶች አዋጅ ቁጥር 25/1984 መሠረት ይቆጣጠራል፣ የልማት አጋዥ ሆነው መሥራታቸውንም ያረጋገጣል፣

4. በዚህ አዋጅና በሌሎች ሕጎች የተሰጡትን ሥልጣንና ተግባሮች በሥራ ላይ ያውላል፣

5. ስለሥራው ክንዋኔ በየወቅቱ ለሚኒስትሮች ምክር ቤት ሪፖርት ያቀርባል፡፡

ከእነዚህም በተጨማሪ በሥራ ላይ ባሉ የሌሎች ሕጎች ድንጋጌዎች የከተማ ልማት ዘርፍን በሚመለከት ለፊዴራል ጉዳዮች ሚኒስቴር ተሰጥተው የነበሩ ሥልጣንና ተግባሮች በአዋጅ ቁጥር 471/1998 ለከተማ ልማትና ኮንስትራክሽን ሚኒስቴር ተሰጥተዋል፡፡

2.2. የሚኒስቴሩ ሥልጣንና ተግባር



1. ለዲዛይንና ለኮንስትራክሽን ሥራዎች ደረጃ ያወጣል፣ ተግባራዊነታቸውን ይከታተላል፣ ይቆጣጠራል፣

2. በፌዴራል መንግሥት በጀት ለሚሠሩ የኮንስትራክሸን ሥራዎች ዲዛይኖችና የኮንስትራክሽን ሥራ ውሎች እንዲዘጋጁ ያደርጋል፣

3. በፌዴራል መንግሥት የሚከናወን የኮንስትራክሽን ሥራ በተገባለት ውል መሠረት የጥራት ደረጃው፣ የጊዜና የዋጋ ገደቡ ተጠብቆ መሠራቱን ለማረጋገጥ የሚያስችል ቁጥጥር እንዲኖር ያደርጋል፣ በበላይነትም ይቆጣጠራል፣

4. መሐንዲሶችና አርክቴክቶችን ይመዘግባል፣ የሙያ ችሎታ ማረጋገጫ የምስክር ወረቀት ይሰጣል፣ የሥራ ተቋራጮችንና የአማካሪዎችን ደረጃ ይወስናል፣ ከአንድ በላይ በሆኑ ክልሎች ውስጥ መሥራት ለሚችሉ የሥራ ተቋራጮችና አማካሪዎች የብቃት ማረጋገጫ የምስክር ወረቀት ይሰጣል፣

5. በአገር ውስጥ የሚመረቱ የኮንስትራክሽን ዕቃዎችን ዓይነትና ጥራት ለማሻሻል የሚረዳ ምርምር ያካሂዳል፣

6. የፌዴራል መንገዶች በአግባቡ እንዲገነቡና ደህንነታቸው እንዲ ጠበቅ መደረጉን እንዲሁም የመንገድ ፈንድ በአግባቡ በጥቅም ላይ እንዲውል መደረጉን ያረጋግጣል፣

7. አከታተምን በሚመለከት ጥናት ያካሂዳል፣ የከተሞችን ደረጃ መመዘኛ ያወጣል፣

8. የከተማ ነዋሪው ሕዝብ ከአቅሙ ጋር የተመጣጠነ መኖሪያ ቤት እንዲሠራ አጠቃላይ አቅጣጫ ለመቀየስ የሚያስችሉ ጥናቶችን ያካሂዳል፣ ለተግባራዊነታቸውም ለከተሞች የአቅም ግንባታ ድጋፍ ይሰጣል፡፡

9. የከተማ ልማት ሥራ ከድህነት ቅነሳ ጋር የተቀናጀ እንዲሆን ጥናቶችን ያካሂዳል፣ ለተግባራዊ ነታቸውም ድጋፍ ይሰጣል፣

10. ከተሞች የአካባቢያቸው የልማት ማዕከል እንዲሆኑ ሁለገብ የተቀናጀ ድጋፍ ይሰጣል፣

11. ከተሞች የአገልግሎት አሰጣጣቸውን እንዲያሻሽሉ የአቅም ግንባታ እገዛ ያደርጋል፣ አስፈላጊ ሆኖ ሲገኝ በከተሞች ልማት መስክ የማሠልጠኛና የምርምር ተቋሞችን ያቋቁማል፣

12. ከክልሎች ጋር በመተባበር የከተሞች ልማት ከገጠር ልማት ጋር በተቀናጀ መንገድ የሚያከናውንበትን ሁኔታ በሚመለከት ጥናት ያደርጋል፣ ድጋፍ ይሰጣል፣ተግባራዊ እንዲሆን ያግዛል፣

13. ለፌዴራል የመንግሥት ተጠሪ የሆኑ የከተማ አስተዳደሮችን የሥራ እንቅስቃሴዎች ይከታተላል፣

14. ለሌላ የመንግሥት አካል በሕግ የተሰጠው ሥልጣን እንደተጠበቀ ሆኖ በፌዴራል መንግሥት ባለቤትነት ሥር የሚገኙ ቤቶች አስተዳደር በአግባቡ እንዲከናወን መደረጉን ያረጋግጣል፣

15. አስፈላጊ ሆኖ ሲገኝ ከሥልጣኑ በከፊል ለሌላ የፌዴራል መንግሥት አካል በውክልና መስጠት ይችላል፣

የከተማ ልማትና ኮንስትራክሽን ሚኒስቴር የሚከተሉትን አምስት ቢሮዎችና አራት ተጠሪ መ/ቤቶችን ያጠቃልላል፡፡

1. የፖሊሲ ጥናትና ዕቅድ ማስተባበሪያ ቢሮ

2. የግንባታ ሥራዎች ማስተባበሪያ ቢሮ

3. የመሬትና ቤት ልማት ማስተባበሪያ ቢሮ

4. የከተማ ልማት አቅም ግንባታ ጽ/ቤት

5. የድጋፍ ሰጪ ማስተባበሪያ ቢሮ

6. ፌዴራል የከተሞች ፕላን ማስተባበሪያ ቢሮ

በአዋጅ ተጠሪ የተደረጉ መ/ቤቶች


1. መንገድ ፈንድ ጽ/ቤት

2. የኢትዮጵያ መንገዶች ባለሥልጣን

3. የመንግስት ቤቶች ኤጀንሲ

የከተማ ልማትና ኮንስትራክሽን ሚኒስቴር በሦስት ዋና ዋና የሥራ ዘርፎች ላይ ትኩረት በማድረግ ይንቀሳቀሳል፡፡ እነዚህም የከተማ ልማት፣ የመንገድ ልማትና የአገራዊ ኮንስትራክሽን አቅም ግንባታ ናቸው፡፡

4.1. የከተማ ልማት ዘርፍ

በከተማ ልማት ዘርፍ ሚኒስቴር መ/ቤቱ በዋናነት ብሔራዊ የከተማ ልማት ፖሊሲን፣ ከከተማ ልማትና ኮንስትራክሽን ዘርፎች አንፃር የተቀረፀውን የአምስት ዓመት የዘላቂ ልማትና ድህነት ቅነሳ ሰነድ፣ የከተሞች የኢንዱስትሪና የከተማ ልማት እና የከተሞች መልካም አስተዳደር ማሻሻያ ፓኬጆችን በመተግበር ላይ ይገኛል፡፡

4.1.1 የከተማ ልማት ፖሊስ

መሥሪያ ቤቱ በከተማ ልማት ዘርፍ በከተሞች የሚስተዋሉትን የዴሞክራሲ፣ የመሰረተ ልማትና የመልካም አስተዳደር ችግሮችን ለመፍታት በ1997 ዓም በፌዴራል ጉዳዮች ሚኒስቴር ተዘጋጅቶ በሚኒስትሮች ምክር ቤት የፀደቀውን የከተማ ልማት ፖሊሲ በባለቤትነት በማስፈጸም ላይ ይገኛል፡፡ ብሔራዊ የከተማ ልማት ፖሊሲ በአገር አቀፍ ደረጃ ተፈጻሚነት ያለው ሰነድ ሲሆን በፖሊሲው ውስጥ የአገራችን ከተሞች መሰረታዊ ችግሮች ከመዳሰሳቸውም በተጨማሪ ችግሮቹ ሊፈቱ የሚችሉባቸው የመፍትሔ አቅጣጫዎች ተመላክተዋል፡፡ ብሔራዊ የከተማ ልማት ፖሊሲ አፈጻጸምን በተመለከተ በፖሊሲ ሰነዱ ውስጥ ለፌዴራል መንግሥት፣ ለክልል መንግሥታትና ለከተሞች ግልጽ የሆነ ድርሻ ተሰጥቷል፡፡

ሀ/ የፌዴራል መንግሥት ድርሻ



• በከተሞች የመልካም አስተዳደርና ልማትን ለማፋጠን የሚያስችል የአቅም ግንባታ ድጋፍ ይሰጣል፣

• ለከተሞች ልማት የሚያስፈልግ ገንዘብ ይመድባል፣ ያከፋፍላል፣

• ፖሊሲውን ለማሰፈፀም በፌዴራል መንግሥት ደረጃ መውጣት ያለባቸውን ሕጎች ያወጣል፣

• የከተማ ልማትና ኮንስትራክሽን  ሚኒስቴር ፖሊሲውን በባለቤትነት ያስፈጽማል፣ አፈጻጸሙን ማዕከል ሆኖ ያሰተባብራል፣ ይቆጣጠራል፣

ለ/ የክልል መንግሥታት ድርሻ



• ፖሊሲውን በክልል የማስፈጸም ኃላፊነት አለባቸው፣

• ፖሊሲውን ለማስፈጸም ተፈላጊ የሆነ ስትራቴጂና መርሃ ግብር እንዲሁም ሕጎችና ደንቦች ያወጣሉ፣

• ለከተሞች የአቅም ግንባታ ድጋፍ ይሰጣሉ፣

• ለከተሞች በቀመር ላይ የተመሰረተ ድጎማ ይሰጣሉ፣ የከተሞችን ገቢ በሕግ ለይተው ያሳውቃሉ፣ ከተሞች ሊበደሩ የሚችሉትን የገንዘብ መጠን የፌዴራል መንግሥት በሚሰጠው ጣራ መሰረት እንዲበደሩ ይፈቀዳሉ፣

• የከተሞችን ደረጃ መመዘኛ ቀመር በማወጣት ደረጃ ያወጣሉ፣

• የቤት ግንባታ ዝቅተኛ ደረጃና የመሰረተ ልማት ደረጃዎች ያወጣሉ፣

• የገጠር መሬት ወደ ከተማ የማጠቃለል ጉዳይ አከራካሪ ሲሆን ውሳኔ ይሰጣሉ፣

ሐ/ የከተሞች ድርሻ



• ፖሊሲውን ለማስፈጸም የሚያስፈልጉ ደንቦችና መመሪያዎች ያወጣሉ፣

• ፖሊሲውን የሚያስፈጽሙ ተቋማት ያደራጃሉ፣ በተለይም የማሰልጠኛና የጥናት ተቋማት ያጠናክራሉ፣

• የከተማውን ሕዝብ ቀጥተኛና ቀጣይነት ያለው የተደራጀ ተሳትፎ ያረጋግጣሉ፣ ይህን ተግባራዊ ማድረግ እንዲቻል ለቀበሌ አስተዳደር በቂ ሥልጣን ይሰጣሉ፣ አቅሙን ይገነባሉ፣

• ከተሞች የልማት ማዕከል እንዲሆኑ የሚያስችል ሁለገብና ቀጣይ የልማት ሥራ ያካሂዳሉ፣ የሕዝብ ሥልጣን ባለቤትነትና የልማት ተጠቃሚነትን ያረጋገጣሉ፣

4.1.2 ከከተማ ልማትና ከኮንስትራክሽን ኢንዱስትሪ አንፃር የተዘጋጀ የዘላቂ ልማትና ድህነት ቅነሳ ዕቅድ

ይህ ሰነድ ፈጣንና ቀጣይነት ያለው ልማት በማስመዝገብ የምዕተ ዓመቱን የልማት ዓላማ ከግብ ለማድረስ ከከተማ ልማት እና ኮንስትራከሽን ኢንዱስትሪ ዘርፍ አንፃር በአምስት ዓመታት /1998ጠ2002/ ድህነትን ለመቀነስ የሚረዱ ፖሊሲዎችን፣ ፕሮግራሞችንና ግቦችን ያመላከተ የዘላቂ ልማትና ድህነት ቅነሳ ዕቅድ ሰነድ ነው፡፡ሰነዱ በ1998 ዓ.ም. በሥራና ከተማ ልማት ሚኒስቴር ተዘጋጅቶ በመተግበር ላይ ይገኛል፡፡

በሰነዱ ውስጥ የተካተተው የከተማ ልማት ፕሮግራም የሚከተሉት.. አራት የከተማ ልማት ስትራቴጂ ዋና ዋና ምሶሶዎችን የያዘ ..ው፡፡



• የጥቃቅንና አነስተኛ ተቋማትና የሥራ ዕድል ፈጠራ ድጋፍ

• የተቀናጀ የቤቶች ልማት

• ለመሬት፣ ለመሠረተ ልማትና አገልግሎቶች ምቹ ሁኔታዎችን መፍጠር

• የከተማ-ገጠር እና የከተማ-ከተማ ትስስርን ማጠናከር

የኮንስትራክሽን ኢንዱስትሪ በበኩሉ ስድስት ምሶሶዎች ያሉት ሲሆን እነዚህም፡

• የፖሊሲ ነክ ሥራዎች

• የግሉ ክፍለ ኢኮኖሚ ልማት

• የሰው ኃይል ልማት

• የጥራትና ስታንዳርድ ማስጠበቅ ሥራ

• የመንግሥትና የግሉ ክፍለ ኢኮኖሚ አጋርነት

• የግንባታ ቁሳቁስ ዘዴዎችና ቴክኖሎጂ ናቸው፡፡

ሰነዱ ከላይ የተዘረዘሩትን ዋና ዋና ምሶሶዎች ዓላማና ግብ ያስቀመጠላቸው ሲሆን በዚህና በሌሎች የፖሊሲ ሰነዶች ላይ በመመሥረት የሥራና ከተማ ልማት ሚኒስቴር በርካታ ሰነዶችን አዘጋጅቷል፡፡

4.1.3 የከተሞች የኢንዱስትሪና የከተማ ልማት ፓኬጅ

ይህ ፓኬጅ በከተማ ልማት ፖሊሲ ላይ ተመሥርቶ የተዘጋጀና ሚያዝያ 1998 ዓ.ም. የሚመለከታቸው የፌዴራልና የክልል አካላት ከተወያዩበት በኋላ የፀደቀ ነው፡፡ በፓኬጁ ከከተማ ልማት ጋር የተያያዙ አራት ዋና ዋና ፕሮግራሞች ያካተተ ሲሆን ከ1999 ዓ.ም በጀት ዓመት ጀምሮም በየክልሎቹ በመተግበር ላይ ይገኛሉ፡፡

የተቀናጀ የቤት ልማት ፕሮግራም፣

የጥቃቅንና አነስተኛ ተቋማት ልማት ፕሮግራም፣

ወጣት ተኮር የአካባቢ ልማት ፕሮግራም

የሕዝብ ንቅናቄና ተሳትፎ ፕሮግራምና ናቸው፡፡

4.1.4 የከተሞች የመልካም አስተዳደር ፓኬጅ

የከተሞች የመልካም አስተዳደር ፓኬጅ በከተማ ልማትና ኮንስትራክሽን ሚኒስቴር ተዘጋጅቶ በ1999 ዓ.ም. ሥራ ላይ የዋለ ሰነድ ሲሆን ዋናው ዓላማው በከተሞች ያለውን የመልካም አስተዳደር ሁኔታ ማሻሻል ነው፡፡ ፓኬጁ በአራት ........ /..1999-2002/ ውስጥ ትኩረት ተሰጥቷቸው የሚከናወኑ ሰባት ቁልፍ የከተሞች የመልካም አስተዳደር ንዑሳን ፕሮግራሞችን አካቷል፡፡ እያንዳንዱ ንዑስ ፕሮግራምም ዝርዝር የአፈጻጸም ፕሮግራም አለው፡፡ በዚህ ሰነድ ውስጥ የተካተቱት ንዑሳን ፕሮግራሞች፣

• የመሬት ልማትና አስተዳደር ሥርዓት ማሻሻያ ንዑስ ፕሮግራም

• የመሠረተ ልማት አገልግሎትና አቅርቦት ማሻሻያ ንዑስ ፕሮግራም

• የከተሞች ፋይናንስና የፋይናንስ አስተዳደር ማሻሻያ ንዑስ ፕሮግራም

• የአደረጃጀትና የሰው ኃይል ሥራ አመራር ማሻሻያ ንዑስ ፕሮግራም

• የሕዝብ ተሳትፎና ማሻሻያ ንዑስ ፕሮግራም

• የከተማ ፕላን ማሻሻያ ንዑስ ፕሮግራም

• የሕግ ማዕቀፍና የፍትሕ ሥርዓት ማሻሻያ ንዑስ ፕሮግራም ናቸው....

4.2. የኮንስትራክሽን ዘርፍ

በአገራዊው የኮንስትራክሽን አቅም ግንባታ ውስጥ የከተማ ልማትና ኮንስትራክሽን  ሚኒስቴር በተሰጠው ኃላፊነት መሠረት ለዘርፉ ዕድገት የሚያስፈልጉ ፖሊሲዎችን፣ ሕጎችን፣ ደንቦችንና መመሪያዎችን በማዘጋጀት፣ የአቅም ግንባታ ሥልጠና በመስጠት፣ በዘርፉ የተሰማሩ አገር በቀል የሥራ ተቋራጮች አቅም የሚጠናከርበትን ሥልት በመቀየስና ሌሎችንም ተዛማጅ ተግባራት በማከናወን ላይ ይገኛል፡፡

4.3 የመንገድ ልማት ዘርፍ

የከተማ ልማትና ኮንስትራክሽን ሚኒስቴር የፌዴራል የመንገድ ዘርፍን በበላይነት የሚመራ መሥሪያ ቤት ነው፡፡ የፌዴራል መንገድ ልማትን በተመለከተ በዋናነት የሚንቀሳቀሰው የኢትዮጵያ መንገዶች ባለሥልጣንም ተጠሪነት ለዚህ ሚኒስቴር መሥሪያ ቤት ሲሆን በአምስት ዓመቱ የዘላቂ ልማትና ድህነት ቅነሳ መርሐ ግብር መሠረት በመንገድ ልማት ዘርፍ የተያዘው ዕቅድ የአገሪቱን ልማት በማፋጠን፣ የገጠርና የከተማ እንዲሁም የከተማና የከተማ ትስስር በመፍጠር በኩል ከፍተኛ ሚና አለው፡፡

በአምስት ዓመቱ የዘላቂ ልማትና የድህነት ቅነሳ መርሐግብር በመንገድ ልማት ዘርፍ ከፍተኛ ዕቅድ ተይዟል፡፡ ዝርዝሩን በኢትዮጵያ መንገዶች ባለሥልጣን ድረ ገጽ ላይ ይመልከቱ፡፡
